Negotiated embedded generation connections
Negotiated embedded generator connections are regulated by Chapter 5 and Chapter 5A of the National Electricity Rules (NER).
Negotiated Embedded Generator Connections can be one of three types:
- Chapter 5 connections (Exempt from Registration with AEMO)
- Chapter 5 connections (Registered with AEMO).
- Chapter 5A connections

Chapter 5A connections
Chapter 5A connections are negotiated connections that do not meet the basic micro EG connections requirements with a capacity of < 5MVA. These connections are automatically exempt from registration by AEMO as per the NER. These connections require negotiations with the DNSP, as the EG systems are typically larger IES or non-IES (synchronous or asynchronous generators) such as diesel generators or flywheels.
Proponents of these EG connections are typically commercial customers who sell their surplus electricity through their retailer.
Applications < 1 MVA
For applications < 1 MVA, the first step in applying for a connection is to complete the Preliminary Assessment on our online connection application service.
Once you have received an outcome from us and you are ready to apply for a connection, please submit your application via the online connection application service.

Applications ≥ 1MVA but < 5 MVA
For applications ≥ 1MVA but < 5 MVA, please submit your application directly via the online connection application service as there is no automated preliminary assessment for these types of connections.

Apply for a NER Chapter 5 Connection
NER Chapter 5 Negotiated Embedded Generator Connections generally have a capacity ≥ 5 MVA. Consult the latest versions of the NER and AEMO documents for additional information.
Please submit a Preliminary Enquiry for an initial high-level assessment and to make an informed application via the online connection application service.
Once you have completed the Preliminary Enquiry step and received our feedback, you can submit a Detailed Enquiry via the online connection application service.

Chapter 5 connections (Exempt from Registration with AEMO)
EG connections with a capacity ≥ 5MVA but < 30 MVA are not automatically exempt from registration. However, these connections are eligible to apply for registration exemption with AEMO provided they are not battery storage systems. This EG connection type only applies to customers who have obtained an exemption from AEMO. Connections eligible for exemption from the requirement to register as a Generator are not automatically exempt from the requirement to comply with the technical requirements in Schedule 5.2 of the NER. Requirements to comply with the GPS shall be negotiated between the applicant, AEMO and the DNSP.
Chapter 5 connections (Registered with AEMO)
These EG connections are required to, or wish to, register with AEMO to trade electricity on the National Energy Market as per Chapter 5 of the NER. Compliance with the GPS shall be negotiated between the applicant, AEMO and the DNSP. The registration process is separate to this and managed by AEMO.

Chapter 5 embedded generators are required to comply with the GPS stipulated in Chapter 5 of the National Electricity Rules which is available via the AEMC website.

Fees and charges
The document below sets out the fees and charges that may be incurred for an embedded generation connection.
Where network augmentation works are required to accommodate the EG connection, a separate quote will be provided. Additional costs associated with other transmission/distribution networks or AEMO will also be quoted and passed through to the applicant. This is in addition to the application fees and charges listed in the document.
Testing and commissioning requirements
NER Chapter 5A Generator Connections
Please complete and submit the relevant commissioning form to embeddedgeneration@ue.com.au once the system has been installed and tested. There may be additional testing requirements for HV customers and customers installing non-inverter based generation. These will be negotiated as part of the application process. As per the National Electricity Rules (NER), United Energy is required to publish a register of completed embedded generation projects every year.
